Welcome back. This issue is devoted entirely to experimental high-frequency (HF) or shortwave radio, including a new FCC docket accepting comments on a license application.

One of the HF proponents now lobbying the FCC is Seth Kenvin’s 3DB Communications (WI2XXG), licensed in the Experimental Radio Service (ERS) since 2017; and its successor DPA Mac LLC.

DPA’s objective is not scientific experiments, but to become a commercial provider of low-latency data communications for private investors. This is essentially a migration from the ERS (FCC Part 5) to International Broadcasting (Part 73F).

No spectrum allocation and no service rules exist for non-public shortwave data links. These experiments have been limited to the ERS, which is typically for temporary research projects and demonstrations.

More recently, the FCC has constrained ERS licensees from providing commercial services and what it calls “stock trading”.
